This lady is an ahuizotl, an Aztec mythological creature. In Aztec mythology, the ahuizotl was a water dog with a hand on its tail it would use to lure in people into the water so it could eat parts of the body, letting the rest float back up to the surface. Or, in some stories, giving the rest to the water gods. It was said to be a pet to the water gods.
